Weekday mornings: the freshest rail
Most shops collect donations over the weekend, sort them at the start of the week and put them out. That makes Tuesday and Wednesday mornings the fullest rails and the thinnest crowds. By the weekend the selection has been picked over.
Season changes and end of term
Donations spike whenever people rearrange their wardrobes: spring cleaning, the start of autumn, the end of the year. Around universities, the end of term is a windfall. Hunt winter coats in August and swimwear in January — cheaper and calmer.

Quieter — you get the rail to yourself and sellers tend to haggle more, especially at outdoor flea markets. Rain helps indoor shops but can shut down an open-air market entirely, so check it's actually on before you head out.
